Process Service is available throughout most of the Republic of the Philippines.
Please be aware that United States Embassy personnel and American Consular Officers are
prohibited by regulations from serving legal process emanating from any court, whether in
the United States or abroad, and are prohibited from appointing others to do so, except in
certain cases pending before Courts of the United States involving process service abroad of
Federal Court Subpoenas directed to United States Nationals or Residents physically abroad (see
28 USC §§ 1783 and 1784).
Pursuant to the Philippines law, service of process may be accomplished by various
methods (depending on the circumstances of the case), and includes registered mail to the
last known address, by publication, and personal service. Foreign law firms have found it
helpful and in many cases necessary, to engage the services of an American process server
such as HLS with experience and knowledge in the Republic to guide and assist locating the
Service-Target to perfect the process on Americans and non-Americans living &/or hiding in the
Republic of the Philippines.
In every case, HLS insists upfront upon the Lawyer &/or Client provide the "best-available-Info"
on the Person-To-Be-Service (i.e, address, photo, tel#, work). Upfront means before the first
service attempt and not after Process Servers make attempts to serve and the documents
